A singularly perturbed linear time-invariant system with delays in state and control variables of the form \[ {dx(t)\over dt}= A_1x(t)+ A_2y(t)+ H_1x(t- \varepsilon h)+ H_2y(t- \varepsilon h)+ B_1u(t)+ N_1u(t- \varepsilon h), \] \[ \varepsilon{dy(t)\over dt}= A_3x(t)+ A_4y(t)+ H_3x(t- \varepsilon h)+ H_4y(t- \varepsilon h)+ B_2u(t)+ N_2u(t- \varepsilon h), \] \[ w(t)= C_1x(t)+ C_2y(t)+ F_1x(t- \varepsilon h)+ F_2y(t- \varepsilon h) \] is considered; where \(x\) and \(y\) are state variables of dimensions \(n\) and \(m\) respectively; \(u\) is a control variable of dimension \(r\); \(w\) is an output variable of the dimension \(p\); \(\varepsilon> 0\) is a small parameter; \(h>0\) is some positive constant independent of \(\varepsilon\); \(A_i\), \(H_i\), \(B_j\), \(N_j\), \(C_j\), \(F_j\) (\(i= 1,\dots, 4\); \(j= 1,2\)) are real matrices of appropriate dimensions. A connection between properties of open-loop stabilizability (detectability) of the reduced-order and boundary-layer systems, associated with the original system, and such properties of the original system itself are analyzed.
