    A famous conjecture of Weibel asserts that for a Noetherian scheme \(X\) of Krull dimesion \(d\), the group \(K_i(X)\) vanishes for \(i<-d\). This conjecture is completely settled by [\textit{M. Kerz} et al., Invent. Math. 211, No. 2, 523--577 (2018; Zbl 1391.19007)] in the affirmative. In this paper, the authors consider the similar problems for algebraic stacks. More precisely, they prove the following. Let \(\mathcal{X}\) be a Noetherian quasi-DM stacks and \(i<-\dim(\mathcal{X})\). Then \(K_i(\mathcal{X}[\frac{1}{n}])=0\) if \(n\) is nilpotent on \(\mathcal{X}\) and \(K_i(\mathcal{X}, \frac{\mathbb{Z}}{n\mathbb{Z}})=0\) if \(n\) is invertible on \(\mathcal{X}\). To prove the vanishing results, they first prove that the presheaf of homotopy K-theory spectra \(KH\) satisfies \(cdh\)-descent on the category \textbf{Stk'}, where \textbf{Stk'} is the category consisting of the following algebraic stacks: (1) stacks with separated diagonal and linearly reductive finite stabilizers and (2) stacks with affine diagonal whose stabilizers are extensions of linearly reductive finite groups by groups of multiplicative type.
