The author gives necessary and sufficient conditions for a tempered distribution to be positive by means of the generalized Cauchy transform. This generalizes his result on the characterization of continuous positive definite continuous functions by means of the Poisson transform. The main result is given in terms of completely monotonic and absolutely monotonic functions.
