    The authors consider a complex network consisting of \(N\) identical nodes with diffusive and delay coupling, in which each node is an \(n\)-dimensional dynamical system: \[ \dot x_i(t) = f(x_i(t)) + \sum\limits_{j=1}^{N}G_{ij}(t)h(x_j(t)) + \sum\limits_{j=1}^{N}\widehat{G}_{ij}(t)\widehat{h}(\overline{x_j(t-\tau(t))}), \quad i=1, \dots , N. \tag{1} \] Here \(x_i\in \text{ R}^n\) is the state variable of node \(i\), \(\overline{x_j(t-\tau(t))} = [x_{j1}(t-\tau_1(t)), \dots , x_{jn}(t-\tau_n(t))]^T\), and \(\tau_l(t)\; (l=1,\dots,n)\) is the time-varying delay with \(0\leq \tau_l(t) \leq \tau_l \leq \tau\). The system (1) achieves global (local) synchronization, if its solution \(X(t, t_0, \phi(s))\) under the initial state \(\phi(s)\), \(s\in [\tau,0]\), exponentially tends to the solution \(S(t, t_0, S_0)\) for the system with isolated nodes (\(G_{ij}=\widehat{G}_{ij}=0 \; (i,j=1,\dots, N)\)) for all (for close to \(S_0\)) initial conditions. Sufficient conditions for both local and global synchronization are obtained in the form of linear matrix inequalities by constructing suitable Lyapunov functionals. Two numerical examples are given to illustrate the theoretical results.
