For a regular semigroup \(S\) and \(a\in S\), the set \(S\) under the binary operation \(\circ\), \(x\circ y=xay\), is a semigroup. The resulting semigroup is called a variant of \(S\) and is denoted \((S,a)\). The element \(a\) is said to preserve the regularity of \(x\) (\(x\in S\)) if \(x\) is regular in \((S,a)\); \(a\) is called a regularity-preserving element of \(S\) if \(a\) preserves the regularity of \(S\). And, \(S\) is called RP-framed if it is the disjoint union of the local submonoids determined by the regularity-preserving idempotents. In this paper, it is proved that a semigroup is regular and RP-framed if and only if it is isomorphic to some Rees matrix semigroup \(M(T;I,\Lambda;P)\), where \(T\) is a regular monoid and the entries of the matrix \(P\) lie in the group of units of \(T\). In addition, some special cases are considered.
