Let \(\mathbb{F}_q\) be a finite field with \(q\) being a power of an odd prime \(p\). Choose a prime \(\ell \ne p\) and denote by \(\mathcal{E}\) set of equivalent classes of \(\bar{\mathbb{Q}}_\ell\)-representations for \(\mathrm{Sp}_{2n}(\mathbb{F}_q)\). The paper proves a conjecture of \textit{G. Hiss} and \textit{M. Schröer} [J. Algebra 558, 485--490 (2020; Zbl 1453.20024)] with an upper bound for the multiplicities of Fourier-Jacobi models that is independent of \(q\): for any \(\pi, \pi' \in \mathcal{E}\), \[ \dim \mathrm{Hom}_{\mathrm{Sp}_{2n}(\mathbb{F_q})}(\pi, \pi'\otimes \omega_\psi) \le \max(2^{5n}(n!)^2, 2^{4n^3+2n^2}), \] where \(\psi\) is an additive character of \(\mathbb{F}_q\) and \(\omega_\psi\) is the Weil representation of \(\mathrm{Sp}_{2n}(\mathbb{F}_q)\) corresponding to \(\psi\). The author shows that the above result is applicable to upper bound multiplicities of general Fourier-Jacobi models, see Theorem 3.5 of the paper.
