    The aim of this paper is to prove that certain functions \(\phi_{A,\Delta_ 0,r_ 0}(\tau,z)\) are holomorphic Jacobi forms in \(J^-_{2,m}\) or skew-holomorphic Jacobi forms in \(J^+_{2,m}\) if \(\Delta_ 0<0\) or \(\Delta_ 0>0\) resp. Here A is in \(SL_ 2(Z)\) and \(\Delta_ 0,r_ 0\) are integer, \(\Delta_ 0\) a fundamental discriminant with \(\Delta_ 0\equiv r^ 2_ 0 mod 4m\). Moreover any Jacobi form from \(J^-_{2,m}\) or \(J^+_{2,m}\) can be written as a linear combination of the above functions and of Eisenstein series. This result can be translated in the language of elliptic modular forms of weight 2 on \(\Gamma_ 0(m)\), i.e. \({\mathfrak M}_ 2(m)\). In fact we have that \({\mathfrak M}_ 2(m)\), up to possible linear combination of Eisenstein series, is spanned by the functions \({\mathcal S}_{\Delta_ 1,r_ 1}(\phi_{A,\Delta_ 0,r_ 0})\) where the \(\Delta_ i\) are fundamental discriminants and A runs over \(\Gamma_ 0(m)\setminus SL_ 2(Z).\) Finally this theorem can be used to describe explicitly a computable function of fundamental discriminants whose square, up to a constant, gives \(| \Delta |^{1/2}L(f,\Delta,1)\).
