The paper contains the adèlization of Shintani's theory of the zeta function associated to the space of binary cubic forms. To be precise, we formulate the adèlic zeta function, establish its convergence, and obtain its analytic continuation with a functional equation and a complete list of poles and residues. As a consequence of this work, Davenport's theorems on the mean value of the class numbers of integral binary cubic forms and Davenport and Heilbronn's theorems on the density of discriminants of cubic fields may be generalized to the case of an arbitrary number field as base. These corollaries will be derived in a subsequent paper.
