Spectrally bounded linear maps on matrix spaces

Let \(M_n\) be the set composed of \(n \times n\) matrices. For \(A \in M_n\), \(r(A)\) denotes the spectral radius of \(A\). A map \(\phi:M_N \to M_m\) is said to be spectrally bounded if there exists \(M \geq 0\) such that \(r ( \phi(A)) \leq M r(A)\) for any \(A \in M_n\). The author characterizes when \(\phi:M_N \to M_m\) is spectrally bounded.
