Stability of concordance embeddings
The authors establish a stability theorem for spaces of smooth concordance embeddings \(CE(P,M)\), where \(P\subset M\) is a compact submanifold of a smooth \(d\)-manifold meeting the boundary transversely. If the handle dimension \(p\) of the inclusion \(\partial M\cap P\subset P\) satisfies \(p\le d-3\), then the stabilization map\N\[\NCE(P,M)\longrightarrow CE(P\times J,\,M\times J), \qquad J=[-1,1],\N\]\Nis \((2d-p-5)\)-connected. This is proved as the case \(r=0\) of a more general multirelative stability theorem for cubes of spaces of concordance embeddings, obtained using multiple-disjunction techniques in the sense of \textit{T. G. Goodwillie} and \textit{J. R. Klein} [J. Topol. 8, No. 3, 651--674 (2015; Zbl 1329.57029)].\N\N\textit{Historical note.} This result had been previously asserted without proof in T.~Goodwillie's 1985 Ph.D. thesis and in J.~Meng's thesis (for \(P=\ast\)); the present article provides the first complete proof and corrects the connectivity estimate.\N\NFrom this result, several applications to spaces of concordance diffeomorphisms \(C(M)\) are deduced. For a compact \(d\)-manifold \(M\) which is \((k-1)\)-connected and \(k\)-parallelizable with \(2\le k<d/2\), the map \(\pi_i\big(C(D^d\times J),C(D^d)\big)\;\longrightarrow\; \pi_i\big(C(M\times J),C(M)\big)\) is an isomorphism for \(i<d+k-4\). Thus the homotopy groups of the stabilization map for concordance diffeomorphisms of \(M\) agree with those for the disc up to this range. Combining this with rational computations of \textit{M. Krannich} and \textit{O. Randal-Williams} [``Diffeomorphisms of discs and the second Weiss derivative of BTop(-), Preprint, \url{arXiv:2109.03500}], the authors identify the rational relative homotopy groups \(\pi_i(C(M\times J),C(M))\otimes\mathbb{Q}\) for such manifolds: they vanish except in degree \(i=d-3\), where they are \(\mathbb{Q}\). In particular, for simply connected spin \(d\)-manifolds, this implies that the \textit{rational concordance stable range} satisfies \(\varphi(M)_{\mathbb{Q}}=d-4\) for \(d>9\), confirming conjectures of \textit{K. Igusa} [\(K\)-Theory 2, No. 1--2, 1--355 (1988; Zbl 0691.57011)] and \textit{A. E. Hatcher} [Proc. Symp. Pure Math. 32, Part 1, 3--21 (1978; Zbl 0406.57031)] and sharply improving previous bounds.
