A quadratic Lie algebra \((L,B)\) is a finite dimensional Lie algebra \(L\) over an algebraically closed field of characteristic zero which is endowed with a non-degenerate symmetric invariant bilinear form \(B\). Quadratic dimension of \(L\) is the dimension of the space of invariant symmetric bilinear forms on \(L\). It is shown that if quadratic dimension of quadratic Lie algebra \((L,B)\) is equal to 2 then \(L\) is local. The main construction used in the paper is a double extension of a quadratic algebra \((L,B)\). Let \(F\) be any Lie algebra with a representation in \(L\) be derivations and leaving \(B\) invariant. Then \(F^*\oplus L\oplus F\) is again a quadratic Lie algebra. It is shown that if \(L\) is local and soluble quadratic Lie algebra then \(L\) is a double extension of a nonzero nilpotent quadratic algebra. There is given a detailed classification of quadratic algebras of quadratic dimension 2 in terms of double extensions and centroids.
