    A mixed Galerkin finite element formulation for Maxwell's equations in the time domain is developped for two-dimensional problems. The authors discuss the advantages of this new formulation viewed as a generalization of certain staggered-grid finite difference schemes to arbitrary meshes. Several examples of treatment of curved boundaries and material interfaces are given, with an interesting approach for the interfacial discontinuities between two dielectric media. The algorithms may be generalized to three dimensions.
