The goal of this paper is to study the local geometry of a Carnot manifold with \(C^{1,\alpha}\) smooth vector fields, with \(0 \leq \alpha \leq 1\). The main result of the paper characterizes the closeness of the geometries of a Carnot manifold and a local cone, depending on the value of \(\alpha\). As consequence of these results, the author obtain some basic results, namely, the Rashevskiy-Chow connectivity theorem, local approximation theorem, ball-box theorem, estimates for a comparison of metrics.
