Hyperplane arrangements in the projective spaces \(\mathbf{P}(\mathbf{F}_q)\) are investigated. The second and third highest numbers of rational points of hypersurfaces associated with homogeneous polynomials in \(\mathbf{F}_q[x_0,x_1,\dots,x_n]^h_d\) are computed. As an application, some weights of the generalized projective Reed-Muller codes \(PRM(q,d,m)\), as well as the numbers of codewords reaching the correspondent weights are obtained.
