Let \((M,g)\) be a \(4\)-dimensional Riemannian manifold with bounded Ricci curvature. The author provides a local smoothing process in a ball of definite size with sufficiently small \(L^2\) norm of curvature. No Sobolev constant (or equivalently volume lower bound) on the ball in question is assumed. The author shows that given a metric with bounded Ricci curvature and small \(L^2\) norm, there is a smooth metric with bounded curvature which is \(C^{1,\alpha}\) close to the original metric on a smaller ball but still of definite size. The result is related to one by \textit{D. Yang} [Ann. Sci. Éc. Norm. Supér. (4) 25, No.~1, 77--105 (1992; Zbl 0748.53025)]. More precisely: Theorem 1.1. There exists \(\varepsilon>0\) such that the following holds: Let \((M,g)\) be a complete \(4\)-dimensional Riemannian manifold satisfying \(|\text{Ric}(g)|\leq 3\), and let \(r\leq 1\). If \(\int_{B_rx}|Rm(g)|^2\leq\varepsilon\), then for any \(\delta>0\), there exists a metric \(\bar g\) which is \(C^{1,\alpha}\) close to \(g\) on \(B_{\text{cr}}(x)\) for some constant \(c<1\) and has bounds on all covariant derivatives of the curvature, namely, \(|\bar g-g|<\delta\), and for any \(k\geq0\), \(\sup_{B_{\text{cr}}(x)}|\nabla^kRm(\bar g)|\leq Cr^{-2-k}\) where \(C=C(c,\delta,k)>0\).
