    The mathematical kinetic theory for active particles \textit{N. Bellomo, C. Bianca} and \textit{M. Delitala} [Phys. Life Rev.~6, 144--175 (2009)] deals with the derivation of evolution equations for the statistical description of complex systems constituted by a large number of interacting entities called active particles. The description of their state includes in addition to geometrical and mechanical variables also a mechanical state related to their socio-biological behavior, which is called activity. Microscopic interactions do not follow the rules of classical or quantum mechanics, but are governed by the self-organizing ability of the active particles which contributes to the dynamics according to well defined strategies. In this paper, the qualitative analysis of the Cauchy problem for a class of systems of active particles subject to number preserving interactions is presented. A general mathematical framework for conservative systems in which the number of particles is constant in time is given. The developed analysis is based on the assumption that a specific external action is applied on each population at the microscopic scale and it is mathematically described by a distribution function over the given microscopic state.
