Let \(S\) be a closed hyperbolic surface, let \(\lambda\) be a geodesic lamination on \(S\), let \(\Omega\) be the volume measure on the unit tangent bundle \(T_{1}(S)\), and let \(\alpha(v)\) be the longest geodesic arc which contains \(v\) as a tangent vector and does not intersect \(\lambda\) transversely in its interior. Define a function \(L : T_{1}(S) \rightarrow \overline{{\mathbb R}}\) by setting \(L(v) = \mathop{\mathrm{length}} \big(\alpha(v)\big)\), and define a measure \(M_{\lambda}\) on the real line by \(M_{\lambda} = L_{*}\Omega\). Then \(M_{\lambda}\) is a measure describing the distribution of the lengths of \(\alpha(v)\). Cut \(S\) along \(\lambda\) to obtain a surface with boundary denoted by \(S_{\lambda}\). A \(\lambda\)-cusp of \(S\) is an ideal vertex of a component of \(S_{\lambda}\). Let \(N_{\lambda}\) be the number of \(\lambda\)-cusps of \(S\), denote by \(\{\alpha_{i}\}\) the geodesic arcs in \(S_{\lambda}\) which have endpoints perpendicular to \(\partial S_{\lambda} \subseteq \lambda\), and denote the length of \(\alpha_{i}\) by \(l_{i}\).
