The paper extends aspects of the local entropy theory of \(Z\)-actions to countable discrete amenable group actions, in both the topological and measure theoretical contexts. The group \(G\) acts on a compact metric space \(X\). The basic result is a local variational principle for the entropy of such an action with respect to a finite cover of \(X\). As part of this, two types of measure-theoretic entropy of the action are described, and their properties are developed, in particular their upper semicontinuity as maps defined on the set of invariant probability measures of \((X,G)\). These in turn are used to establish the equality of these two entropies in this setting. A local variational principle for the topological and metric entropies with respect to a finite open cover is derived, which leads to a standard variational principle for topological entropy in this setting. A theory of entropy tuples in both the topological and measure theoretic contexts is developed, including a variational principle. These ideas are then applied to the study of uniformly positive entropy systems, and completely positive entropy systems: for example, each of these types of action is preserved under finite products; u.p.e. implies c.p.e. and mild mixing.
