If a Lie group \(G\) acts on a differentiable manifold \(M\), the exterior algebra \(\Omega(M)\) has the structure of a \(\widetilde{\mathfrak g}\)-module, where \(\widetilde{\mathfrak g}\) is a graded algebra associated to \(\mathfrak g\), the Lie algebra of \(G\) [Cartan calculus; \textit{H. Cartan}, Notion d'algèbre différentielle; application aux groupes de Lie et aux variétés où opère un groupe de Lie. Centre Belge Rech. The notion of \(\widetilde{\mathfrak g}\)-module is a base of the Weil and Cartan models of equivariant cohomology [\textit{V. Guillemin} and \textit{S. Sternberg}, Supersymmetry and equivariant de Rham theory. Berlin: Springer (1999; Zbl 0934.55007)]. In this paper, as a first step towards the construction of analogous models of equivariant cohomology for quantum groups, Cartan calculus for quantum groups is presented. For this purpose, first a quantum Cartan algebra \({\mathcal C}_\Gamma\), which is a noncommutative analogy of \({\mathcal U}(\widetilde{\mathfrak g})\), is constructed to any differential calculus \((\Gamma,d)\) (Def. 2.1). It is shown for a suitable class of differential calculi that \({\mathcal C}_\Gamma\) has a Hopf algebra structure (Prop. 2.2). If \({\mathcal C}_\Gamma\) has a Hopf algebra structure, by using graded quantum calculus, left and right representations of \({\mathcal C}_\Gamma\) on the exterior algebra \(\Gamma^\wedge\) (left and right Cartan calculus) are constructed (Th. 3.1 and 3.2). As an example, explicit calculus of these constructions for \({\mathcal C}_{4D_+}\) is given in \S4. These constructions are based on bicovariant differential calculi on quantum groups. They are reviewed in \S2 according to \textit{S. L. Woronowicz} [Commun. Math. Phys. 122, No. 1, 125--170 (1989; Zbl 0751.58042)]. There are several alternative constructions of noncommutative Cartan calculus (e.g. \textit{P. Aschieri} and \textit{P. Schupp}, [Int. J. Mod. Phys.
