    Consider the planar polynomial system \[ {dx\over dt}= \sum_{1\leq i+j\leq n} a_{ij} x^i y^j,\quad {dy\over dt}= \sum_{1\leq i+j\leq n} b_{ij} x^i y^j \] with \(a_{ij}b_{ij}\in \mathbb{R}\). The local version of Hilbert's 16th problem is to find a bound for the maximum number of limit cycles near the equilibrium point \(x= y= 0\). The author presents the approach due to Bautin based on the return map. Additionally, he presents recent developments in that field, namely the Bautin ideal, the Bautin index, a complex version of Bautin's theory including Hiranda's polynomial division theorem. Furthermore, the author describes the important contribution of the Andronov-Hopf bifurcation theory to study the local version of Hilbert's 16th problem. In the final section, the author investigates Hopf bifurcation in singularly perturbed autonomous systems motivated by the so-called dynamic bifurcation (the bifurcation parameter is slowly changing in time), the singular bifurcation (the small parameter is the bifurcation parameter), and a combination of both.
