    Let \(V_0: \mathbb{R}^d\to \mathbb{R}\) be a bounded, measurable potential, \(H_0=-\Delta+ V_0\) a Schrödinger operator, \(H_{0,L}\) its restriction to \(\Lambda_L:= [-L/2,L/2]^d\), \(L\in 2\mathbb N+1\), with Dirichlet or periodic boundary conditions, and \(\psi\) an eigenfunction such that \(H_{0, L}\psi= E\psi\) for real \(E\). Let \(K_V=\| V_0-E\|_\infty\). The authors prove the following. Theorem. Fix \(K_V\in[0,\infty)\), \(\delta\in(0, 1]\). Then there exists a constant \(C_{sfUC}= C_{sfUC}(d, K_V,\delta)> 0\) such that for any \(L\in 2\mathbb N+1\), any sequence \(Z:= \{z_k: k\in \mathbb{Z}^d\}\) in \(\mathbb{R}^d\) such that \(B(z_k, \delta)\subset \Lambda_1(k)\) for all \(k\in\mathbb{Z}^d\), any measurable \(V:= V_0- E: \Delta_L\to [-K_V,K_V]\) and any real-valued \(\psi\in{\mathcal D} (\Delta_{\Lambda,0})\cup{\mathcal D}(\Delta_{\Delta,per})\) satisfying \(|\Delta\psi|\leq |V\psi|\) a.e. on \(\Lambda_L\), we have \[ \sum_{k\in QL}\|\psi\|^2_{B(z_k,\delta)}\geq C_{sfUC}\| \psi\|^2_{\Lambda L}, \] where \(Q_L= \Lambda_L\cap \mathbb{Z}^d\). Here, \(\Lambda_1(k)\) demotes the unit box in \(\mathbb{R}^d\) with center \(k\in\mathbb{Z}^d\) and \({\mathcal D}(\Delta_{\Lambda,0})\) denotes the domain of the Laplacian with Dirichlet boundary condition on \(\Lambda_L\). This result has important consequences for the perturbation theory of eigenvalues of Schrödinger operators, in particular random ones. For the so-called Delone-Anderson model, the authors deduce Wegner estimates.
