A normal del Pezzo surface is a normal projective surface \(X\) with \(-K_X\) ample \(\mathbb{Q}\)-Cartier. There are many works on the study of normal del Pezzo surfaces. In this paper, normal del Pezzo surfaces of rank one with a unique rational log canonical singularity are investigated. More precisely, let \(X\) be a normal del Pezzo surfaces of rank one with a unique rational (non-log-terminal) log canonical singularity, and \(\pi: (V, D)\to X\) the minimal resolution, where \(D\) is the reduced exceptional divisor, then: (1) the weighted dual graph of \(D\) has \(3\) possiblities listed in Fig. 1.1; (2) there is a \(\mathbb{P}^1\)-fibration \(V\to \mathbb{P}^1\) such that all singular fibers are classified into \(3\) cases in Fig. 1.2; (3) the fundamental group of \(X_{\mathrm{reg}}\) is computed for each cases; (4) all \(3\) cases are realizable with examples. As a corollary, if \(X\) is a normal complete rational surface with a unique singular point, suppose that \(X\) is log canonical and \(\bar{\kappa}(X_{\mathrm{reg}})=-\infty\), then the fundamental group of \(X_{\mathrm{reg}}\) is finite and is a residue group of \(\mathbb{Z}\oplus \mathbb{Z}\), which is in particular abelian.
