This paper studies symplectic homology with twisted coefficients in a local system \(\mathcal{L}\) for a disk bundle \(D^*M\) inside the cotangent bundle \(T^*M\) of a closed manifold \(M\). Among all Weinstein domains, the paper is focusing on the cotangent bundle because in this case there is a topological interpretation of the symplectic homology, as the homology of free loop space. The main result of the paper concerns closed manifolds satisfying the topological condition (C): there exists a prime number \(\ell\geq 2\) such that either the map \[ H^2(\pi_1(M),\mathbb{Z}/\ell) \to H^2(M,\mathbb{Z}/\ell) \] or the map \[ H^3(\pi_1(M),\mathbb{Z}/\ell) \to H^3(M,\mathbb{Z}/\ell) \] is not surjective. The main theorem states that for every closed manifold satisfying condition (C), the \(\pi_1\)-sensitive Hofer-Zehnder capacity of \(D^*M\) is finite. Using a degeneration argument (SFT stretching of \(J\)-holomorphic maps), it also shows that for such \(M\), \(T^*M\) is uniruled. The key ingredient in the proof is the fact that, under condition (C), there exists a local system \(\mathcal{L}\) with complex fibers on the loop space \(LD^*M\), which restricts to a trivial local system on the space of constant loops, and such that the symplectic homology of \(D^*M\) with coefficients in \(\mathcal{L}\) vanishes (Theorem 2).
