    For a finite group \(G\) field \(A\) of characteristic \(p\geq 0\), let \(B(G)\) be he Burnside ring of \(G\), and \(R_A(G)\) the representation ring of \(G\) over \(A\). Let \(K_A(G)\) denote the kernel of the a natural homomorphism \(B(G) \to R_A(G)\). Then \(K_A(G)\) only depends on the characteristic of \(A\), so its elements are called the Brauer relations of \(G\) in characteristic \(p\). The best way to investigate the structure of \(K_A(G)\) is to view it as a Mackey functor with inflation. Let \(\mathrm{Imprim}_{K_A}(G)\) be the subgroup of \(K_A(G)\) generated by all relations that are induced from proper subgroups of \(G\) or lifted from proper quotients of \(G\), and let \(\mathrm{Prim}_{K_A}(G) = K_A(G)/ \mathrm{Imprim}_{K_A}(G)\). When \(A\) has characteristic \(0\), structure of \(\mathrm{Prim}_{K_A}(G)\) has been completely determined by the first author and T.~Dokchitser. In this paper, the authors give an axiomatic approach, by proving a general result on kernels of morphisms between Green functors with inflation. They also need to prove an induction theorem for \((p,q)\)-Dress groups, where recall that if \(p\) and \(q\) are primes, then a group is \(q\)-quasi-elementary if it has a normal cyclic subgroup of \(q\)-power index, it is \(p\)-hypo-elementary if it has a normal \(p\)-subgroup with cyclic quotient, and it is a \((p,q)\)-Dress group if it has a normal \(p\)-subgroup with \(q\)-quasi-elementary quotient. The general result has, as applications, a result of Deligne on monomial relations, a previous result of the first author and T.~Dokchitser on Brauer relations in characteristic \(0\), and a new result on Brauer relations in characteristic \(p > 0\), which is expected to be useful in the study of \(\mathrm{Prim}_{\mathbb{F}_p} (G)\).
