    Let \(K_1\), \(K_2\) be two compact sets in \(\mathbb{R}^d\). The pair \((K_1, K_2)\) forms a \textit{packing} on \(\mathbb{R}^d\) if \((K_1-K_1) \cap(K_2-K_2) =\{0\}\), where \(K_1 +K_2\) denotes the standard Minkowski sum. A finite Borel measure \(\mu\) on \(\mathbb{R}^d\) is said to be a \textit{frame-spectral measure} if there exist a countable set \(\Lambda \subseteq \mathbb{R}^d\), two constants \(A\), \(B\), \(0 < A \leq B <\infty\), such that \[ A \|f\|_{L^2(\mu)}^2 \leq \sum_{\lambda \in \Lambda} \left|\int f(x) e^{2 \pi i \langle \lambda, x\rangle} d\mu(x)\right|^2 \leq B \|f\|_{L^2(\mu)}^2 \] for any \(f\in L^2(\mu)\). Finally, a finite Borel measure \(\mu\) is said to be \textit{translationally absolutely continuous} on \(E\) (where \(E\) is contained in the support of \(\mu\) and \(\mu(E)>0\)) if for any \(t \in \mathbb{R}^d\) , the measure \[ \omega_t(F) = \mu((F+t) \cap(E+t)) \] is absolutely continuous with respect to \(\mu\). It is proved that if \((K_1 , K_2)\) is a packing pair and \(\nu\), \(\lambda\) are two continuous measures without atoms supported on \(K_1\), \(K_2\) respectively, then for any \(t \in \mathbb{R}^d\), the measure \[ \rho_t = \nu * \lambda + \delta_t *\nu \] is translational singular and does not admit any Fourier frame. This is in connection with a still open conjecture which claims that any frame-spectral measure must be translationally absolutely continuous. Examples of packing pairs are also given.
