Let \({\mathbb Q}_p\) be the field of \(p\)-adic numbers. The authors consider the bilinear fractional \(p\)-adic Hardy operator \[H_{\beta}^{p,2} (f_1, f_2) (\mathfrak{x}) = \frac{1}{|\mathfrak{x}|_p^{2n-\beta}}\int\limits_{|(\mathfrak{t}_1, \mathfrak{t}_2)|<|\mathfrak{x}|_p} f_1(\mathfrak{t}_1)f_2(\mathfrak{t}_2) d\mathfrak{t}_1 d\mathfrak{t}_2, \] where \(x\in {\mathbb Q}_p \backslash \{\mathfrak{0}\}\), \(f_1, f_2\in L_{\mathrm{loc}}({\mathbb Q}_p^n), 0 \leq \beta \le n\). Define the commutator generated by \(H_{\beta}^{p,2}\) as follows \[ H_{\beta, \overrightarrow{b}}^{p,2}(f_1,f_2) = H_{\beta, b_1}^{p,2}(f_1,f_2) + H_{\beta, b_2}^{p,2}(f_1,f_2),\] where \(H_{\beta, b_1}^{p,2}(f_1,f_2) = b_1(\mathfrak{x}) H_{\beta}^{p,2}(f_1,f_2)(\mathfrak{x}) - H_{\beta}^{p,2}(b_1 f_1,f_2)\), \(H_{\beta, b_2}^{p,2}(f_1,f_2) = b_2(\mathfrak{x}) H_{\beta}^{p,2}(f_1,f_2)(\mathfrak{x}) - H_{\beta}^{p,2}(f_1,b_2 f_2).\) \par Let \(b_1\), \(b_2\) be a \(CMO\) (central bounded mean oscillation) functions. The authors prove the boundedness of \(H_{\beta, \overrightarrow{b}}^{p,2}\) on homogeneous \(p\)-adic Herz spaces and Morrey-Herz spaces. The case when \(b_1\), \(b_2\) belong to the Lipschitz space \(\Lambda_\gamma({\mathbb Q}_p^n)\) is also investigated.
