A new bivariant equivariant \(K\)-theory, \(KE_G\), for separable \(C^*\)-algebras acted on by a locally compact \(\sigma\)-compact group \(G\), intermediate between the \(KK\)-theory of G.~G.~Kasparov and the \(E\)-theory of A.~Connes and N.~Higson, is constructed. The bifunctor \(KE_G\) enjoys main properties of \(KK\) and \(E\), including the associative product \(KE_G(A,D)\times KE_G(D,B)\to KE_G(A,B)\). It is yet unknown, how much the new bifunctor differs from \(KK\) and from \(E\).
