The \(\Phi^4_3\) quantum field theory on a torus is considered. The authors study not only the short distance problem for the \(\Phi^4_3\) model, but also develop new and general methods which can provide with a systematic treatment of the generating functionals for correlations. The renormalization group is well generalized in a suitable manner especially for polymer expansions with background fields. The renormalization group technique is used for isolating the singularities of a quantum field theory, with the result that they have succeeded in proving the theorem for uniform bounds on the polymer expansions at each step of the renormalization group. This implies that the stability of the generating functional for correlations is independent of the ultraviolet cutoff. The resulting model allows new bounds on all correlation functions, and \(L_p\) bounds on the short distance is proved for any \(p>3\). Various functional estimates, including the so-called spanning tree argument, in the proof of the principal theorems are technically based upon the results by the first author and \textit{H. T. Yau} [Commun. Math. Phys. 137, 263-287 (1991)].
