A nonequilibrium turbulence model is proposed that is shown to be close to the hydrodynamic equations with intrinsic rotation and helical turbulence. We employ this model in the study of the initial stage of thermal convection in a horizontal layer of a rotating nonequilibrium turbulent fluid that is heated from below. Linearizing the balance equations of mass, momentum, angular momentum and energy yields the boundary value problem, from which the general properties of the spectrum are determined.
