Let \(C\subset \mathbb{CP}^2\) be a rational cuspidal curve with \(\nu\) cusps at the points \(P_1,\dots,P_\nu\). This means that the singularities of \(C\) are only at \(P_i\) and they are irreducible. \textit{J. Fernández De Bobadilla} et al. [Proc. Lond. Math. Soc. (3) 92, No. 1, 99--138 (2006; Zbl 1115.14021)] posed a conjecture in the form of an inequality concerning topological invariants of the singularities of \(C\) (precisely in terms of the semigroups of the singularities at \(P_1,\dots ,P_\nu\)). In the paper the authors give a counterexample to this conjecture which is a curve of degree 8 with 3 cusps. They prove the conjecture for curves with at most 2 cusps using the results by \textit{M. Borodzik} and \textit{C. Livingston} [Forum Math. Sigma 2, Article ID e28 (2014; Zbl 1325.14047)]. They also study the behaviour of the semigroup counting function of an irreducible plane curve singularity under blowing up in terms of its multiplicity sequence.
