    The continuity in the \(C^k\)-topology (\(k>3\)) and Hölder-continuity of the partial integrability functional, which measures ergodic invariant two-dimensional tori, are proved if they are defined in the space of \(C^k\) exact divergence-free vector fields that are, respectively, Arnold integrable and nondegenerate or well integrable and analytic. Next, the authors establish the existence of a partially integrable \(C^\infty\) {exact divergence-free vector field \(V_a\), for any \(a\in\mathbb{Z}\), on a closed 3-manifold \(M\) which is canonically integrable and nondegenerate on a domain whose measure can be made arbitrarily close to 1.} As an application, the existence of a velocity vector \(u\) is established that solves \(\mathcal{E}(u)=e\) and \(\mathcal{H}(u)=h\), with the energy \(\mathcal{E}(u):=\int_M(u,u)\mu\) and the helicity \(\mathcal{H}(u):=\int_M(u,\operatorname{rot}u)\mu\), for any sufficiently large \(e>0\), and an arbitrary \(h\in\mathbb{R}\). Some examples are stated to describe the dynamical properties of vector fields that can be used to analyze the behavior of the 3D Euler equation.
