    Let \(\mathcal{L}^\mu=-(-\Delta)^{\alpha/2}+\mu\), where \(\alpha\in (0, 2)\), \(-(-\Delta)^{\alpha/2}\) is the fractional Laplacian in \(\mathbb{R}^d\), and \(\mu\) is a positive smooth measure on \(\mathbb{R}^d\) in the Green-tight Kato class. In this paper, the author studies Hardy inequalities for the quadratic form \(\mathcal{E}^\mu\) associated with \(\mathcal{L}^\mu\). The author constructs probabilistically a Hardy weight which is optimal in a certain sense. As an application, the author characterizes the criticality and subcriticality of \(\mathcal{E}^\mu\) using Girsanov transforms.
