    In this paper, the author studies the optimal control problem governed by stationary Navier-Stokes equations. He defines a penalty functional and translates the original problem with control set \(U_{ad}\) and where the state constraint is active, into another one with control set \(\widehat U_{ad}\), which contains \(U_{ad}\), and where the state constraint disappears. Then he studies Pontryagin's maximum principle for the original problem. Finally, he gives some special cases for the cost functionals and the state constraint.
