    This is an English translation of the famous paper by S. A. Chaplygin where he established the integrability of a problem of the motion of a heavy body on a horizontal plane assuming only that two principal moments of inertia coincide. The paper was first printed in [\textit{S. Tschaplygin}, Moskau Phys. Sect. 9, Heft 1, 10-15 (1897; JFM 27.0624.06)].
