The main purpose of the paper is to introduce a modal logic based on similarity relations, which are viewed as generalizations of equivalence relations. Since the logic suggested is to be used for fuzzy data analysis, the similarity relations are understood as special fuzzy relations. Thus, Pawlak's rough sets theory and Zadeh's fuzzy sets theory are accepted as a base for the new logic. Lower and upper approximation for a given set of objects are defined and used to derive some fundamental properties of modal operators in the logic.
