    The author studies Steiner systems which embed in a projective plane in a ``minimal'' way. The author's definition of minimality is related to the existence of a design on the set of disjoint blocks of the system and some additional properties which restrict the definition to an interesting class of Steiner systems. The author also includes some relationships between the automorphisms of the system and the host projective plane to show that in many cases the minimally projectively embeddable Steiner systems are either blocking sets or maximal arcs.
