The author defines a new dimension of commutative rings denoted by H-dim. He improves Serre's splitting off theorem by using lower bounds based on H-dim. Similarly to Heitmann's J-dim, using H-dim does not require the Noetherian property. Although the paper contains no proofs, all the necessary results are explicitly stated.
