The present long paper contains a complete theory of reduction and reconstruction of the Hamilton-Jacobi (HJ) equation for Hamiltonian systems with symmetry. The considered symmetry is supposed to be the lifted action of a given action on the configuration manifold. The theory is explained for both time-independent and time-dependent HJ equations and complete solutions are provided. This new theory unifies and extends previous approaches by \textit{Z. Ge} and \textit{J. E. Marsden} [Phys. Lett. A 133, No. 3, 134--139 (1988; Zbl 1369.70038)] and yields in a straightforward way the classical ansätze used previously to deal with cyclic variables and autonomous Hamiltonians.
