    The authors' main result relates category and quotient maps and leads to the following result on group actions. Theorem. Suppose \(M\) is a topological manifold with \(\operatorname {cat} M= \dim M\) and such that the centre of the fundamental group of \(M\) is torsion free. If a compact connected Lie group \(G\) acts on \(M\) continuously and effectively, then \(G\) is a torus, and the fundamental group of \(G\) injects into the fundamental group of \(M\) (so all isotropy groups are finite). They also examine Hamiltonian actions.
