    If \(X\) is a Kähler manifold then the blow-up of \(X\) at a point \(p\in X\) admits a Kähler structure. More generally, blowing up a Kähler manifold along a complex submanifold yields a new Kähler manifold, compact if the starting manifold is. Kähler structures represent a very interesting (but rare) example of Hermitian structures. The question whether the blow-up of a specific type of Hermitian manifolds carries the same Hermitian structure is very natural to ask if, for example, one is interested in constructing new examples. A Hermitian manifold \((M,J,g)\) of complex dimension \(n\) is balanced if \(d(\omega^{n-1})=0\), where \(\omega\) is the Kähler form. It is known [\textit{M. L. Michelsohn}, Acta Math. 149, 261--295 (1982; Zbl 0531.53053)] that the blow-up of a balanced manifold at a point admits a balanced metric. The same is true for blowing up along complex submanifolds. As another example, one can consider locally conformal Kähler (lcK) manifolds. A Hermitian manifold \((M,J,g)\) is lcK if there exists a closed 1-form \(\theta\) such that \(d\omega=\theta\wedge\omega\). It has been known for a while [\textit{F. Tricerri}, Rend. Sem. Mat., Torino 40, No. 1, 81--92 (1982; Zbl 0511.53068)] that the blow-up at a point of a lcK manifold carries a lcK metric. It has been recently proven [\textit{L. Ornea} et al., Int. Math. Res. Not. 2013, No. 12, 2809--2821 (2013; Zbl 1314.32036)] that the blow-up of a lcK manifold \(X\) along a complex submanifold \(Y\) admits a lcK metric if and only if the submanifold is globally conformal Kähler, i.e., the 1-form \(\theta\) pulls back to an exact form on \(Y\). There is also a locally conformal version of balanced structures. A Hermitian structure \((J,g)\) is locally conformal balanced if there exists a closed 1-form \(\theta\) such that \(d\omega^{n-1}=(n-1)\theta\wedge\omega^{n-1}\). For such structures, it was shown [\textit{Z. Lian} et al., C. R., Math., Acad. Sci. Paris 352, No. 9, 715--718 (2014; Zbl 1304.32013)] that the blow-up at a point admits a locally conformal balanced metric. The paper under review generalizes the aforementioned result to the case of complex submanifolds of locally conformal balanced manifolds. Namely, the author proves that the blow-up of a locally conformal balanced manifold \(X\) along a globally conformal balanced submanifold \(Y\) (i.e., \(\theta\) pulls back to an exact 1-form on \(Y\)) carries a locally conformal balanced metric. Differently from what happens in the lcK case, the author claims that it should be possible to remove the hypothesis that the submanifold is globally conformal balanced.
