The matrices considered are all real \(n\times n\) matrices. The author is interested in the problem of deciding when a given normal matrix \(R\) can be written as a sum of a Toeplitz and a Hankel matrix. If \(P_{n}\) is the permutation matrix corresponding to the permutation interchanging \(k\) and \(n-k+1\) for each \(k\), then the problem reduces to finding Toeplitz matrices \(A\) and \(B\) such that \(R=A+BP_{n}\). In an earlier paper [\textit{V. N. Chugunov}, Zh. Vychisl. Mat. Mat. Fiz. 52, No. 2, 209--213 (2012); translation in Comput. Math. Math. Phys. 52, No. 2, 198--202 (2012; Zbl 1249.15036)] the author divided the problem into four subproblems, one of which is the case where both \(A-A^{t}\) and \(B-B^{t}\) are circulant matrices. The main theorem of the current paper is: If \(A-A^{t}\) and \(B-B^{t}\) are both circulants then \(A+BP_{n}\) is normal if and only \(A\) and \(B\) are themselves circulants and \((A-A^{t})B=0\).
