    Consider optimal control problems having state functions described by variational inequalities of obstacle type, where the obstacle plays the role of the control function. The existence of optimal solutions is studied, and a penalty method is applied to deal with the nondifferentiability of the control-to-state operator. Necessary optimality conditions are derived related to a system of approximate problems. Moreover, the convergence properties of the approximate solution procedure are considered.
