The authors study the boundedness of the oscillatory singular integral operator \[ Tf(x)= \text{ p.v.} \int_{{\mathbb R}^n} {e}^{i|x-y|^a}\frac{\Omega(x-y)}{|x-y|^n}f(y)\,dy \] on homogeneous Triebel-Lizorkin spaces, where \(a\in{\mathbb R}\), \(a\not=0,1\), \(\Omega\) is homogeneous of degree zero and has mean value zero on the unit sphere \(S^{n-1}\). They prove that if \(\Omega\in L\log L(S^{n-1})\), namely, \[ \int_{S^{n-1}}|\Omega(x)|\log(2+|\Omega(x)|)\,dx<\infty, \] then \(T\) is bounded on \(\dot{F}^{\alpha,\,q}_p({\mathbb R}^n)\) for any \(\alpha\in {\mathbb R}\) and \(1<p,q<\infty\). Moreover, if \(\Omega\) satisfies the \(L^1\)-Dini condition, that is, the \(L^1\) modulus of continuity \(\omega_{1}(t)\) of \(\Omega\) satisfies the condition \[ \int^{1}_0\omega_1(t)\frac{dt}{t}<\infty, \] then \(T\) is bounded on \(\dot{F}^{0,\,1}_1({\mathbb R}^n)\).
