A class of purely nonlocal differential operators is considered for systems of hydrodynamic type and the conditions they must satisfy in order to yield a Poisson structure are derived. In the semi-Hamiltonian case, these structures are related to quadratic expansions of the diagonal metrics naturally associated to the system. Such operators are obtained for reductions of the Benney equations and for semisimple Frobenius manifolds admitting a superpotential.
