    Let \(M\) be a closed oriented 3-manifold, let \(L\) be a framed link in \(M\) with \(n\) components, let \(r \geq 3\) be an odd integer, and let \(\mathbf{m} = (m_{1}, \dots, m_{n}) \in I_{r}^{n} = \{ 0, 2, \dots, r-3\}^{n}\). The \(r\)-th relative Reshetikhin-Turaev invariant \(\mathrm{RT}_{r}(M, L, \mathbf{m})\) of \(M\) with \(L\) colored by \(\mathbf{m}\) is a quantum invariant obtained from the Kauffman bracket through a Dehn surgery along a framed link in \(S^{3}\). In this paper, the authors propose a volume conjecture for the relative Reshetikhin-Turaev invariants. For a sequence \(\mathbf{m}^{(r)} = (m^{(r)}_{1}, \dots, m^{(r)}_{n})\), let \(\theta_{k} = \left| 2\pi - \lim_{r \to \infty} \frac{4\pi m^{(r)}_{k}}{r} \right|\). If \(M_{L_{\boldsymbol{\theta}}}\) is a hyperbolic cone-manifold with the underlying space \(M\), singular locus \(L\), and cone angles \(\boldsymbol{\theta} = (\theta_{1}, \dots, \theta_{n})\), then it is conjectured that \[ \lim_{r \to \infty} \frac{4\pi}{r} \log \mathrm{RT}_{r}(M, L, \mathbf{m}^{(r)}) = \mathrm{Vol}(M_{L_{\boldsymbol{\theta}}}) + \sqrt{-1}\mathrm{CS}(M_{L_{\boldsymbol{\theta}}}) \quad \mathrm{mod} \sqrt{-1} \pi^{2} \mathbb{Z}, \] where the right-hand side is the complex volume of \(M_{L_{\boldsymbol{\theta}}}\). This conjecture is a generalization of the volume conjectures for the colored Jones polynomials of hyperbolic inks [\textit{R. M. Kashaev}, Lett. Math. Phys. 39, No. 3, 269--275 (1997; Zbl 0876.57007); \textit{H. Murakami} and \textit{J. Murakami}, Acta Math. 186, No. 1, 85--104 (2001; Zbl 0983.57009)] and for the Reshetikhin-Turaev invariants of closed oriented hyperbolic 3-manifolds [\textit{Q. Chen} and \textit{T. Yang}, Quantum Topol. 9, No. 3, 419--460 (2018; Zbl 1405.57020)]. The authors prove this conjecture for any pair \((M, L)\) obtained by doing a change-of-pair operation from a fundamental shadow link in the connected sum of some copies of \(S^{2} \times S^{1}\) with sufficiently small cone angles. Here a change-of-pair operation is a topological operation that changes the pair \((M, L)\) without changing the complement \(M \setminus L\). The fundamental shadow links are constructed by gluing truncated tetrahedra in some manner. The authors also show the formula \[ \sum_{\mathbf{m} \in I_{r}^{n}} |\mathrm{RT}_{r}(M, L, \mathbf{m})|^{2} = \sum_{\mathbf{n} \in I_{r}^{n}} |\mathrm{RT}_{r}(M^{*}, L^{*}, \mathbf{n})|^{2}, \] where \((M, L)\) and \((M^{*}, L^{*})\) differ by a change-of-pair operation. This can be regarded as a Poisson summation formula for the discrete Fourier transforms.
