    A general class of controlled and perturbed systems is considered \[ \dot x= f(x,u,w),\quad z= h(x,u,w), \] where \(w\in L^2(0,\infty)\). The admissible controllers are of the form \(u= k(x)\) and are such that existence and uniqueness of the closed loop system is ensured. One studies dissipativity with respect to the supply rate \(r(z,w)\) which is such that \(| r(z,w)|\leq \alpha(1+| z|^2+| w|^2)\) and also the way to synthesize a controller which guarantees dissipativity. An important feature of the paper is to deal with viscosity solutions of the partial differential inequalities solved by the storage function (which may not be smooth) and this sends to the older problem of dynamic programming.
