This paper focuses on the sparse operator compression applied for compression of a self-adjoint higher-order elliptic operator. This compression is achieved with the aid of localized energy minimizing basis functions. These basis functions, defined on local patches of elements, are shown to give optimal compression on a regular mesh. Using the localized basis functions in the generalized finite element method for the approximation of an elliptic equation, the optimal convergence rate can be reached. In the sparse principal component analysis, the obtained results show that a large set of Matérn covariance functions can be approximated by a rank-\(n\) operator with a localized basis and with the optimal accuracy.
