    The author studies satellites of oriented surface links in \({\mathbb R}^4\). A surface link in \({\mathbb R}^4\) is represented by its diagram in \({\mathbb R}^3\), which is unique up the equivalence relation generated by the Roseman moves [\textit{D. Roseman}, Banach Cent. Publ. 42, 347--380 (1998; Zbl 0906.57010)]. The author introduces the notion of a braid over a surface which has a graphical representation called an \(m\)-chart. The main result of the paper states that the Roseman moves for a surface diagram with \(m\)-charts are well defined if several new local moves are added to the list of the original Roseman moves.
