The existence, uniqueness, and nature of the solution of cone complementarity systems for which the underlying dynamical system is linear and passive are studied. Some necessary and sufficient conditions for the existence and uniqueness of solutions are given. A complete characterization of initial states for which a solution exists is given. These states are called consistent. For the inconsistent states, a distributional solution concept is introduced. A direction for further research is also given.
