This paper studies the Ricci flow on a complete manifold. Generalizing work of G. Perelman, the author defines a family of ``reduced distances'' \(\mathcal{L}_p\) and corresponding ``reduced volumes''. If the evolving metric has a lower bound on the Ricci curvature then the author proves the existence of an \(\mathcal{L}_p\)-minimizing geodesic connecting any two points. Further results related to the monotonicity of the reduced volume are given.
